What is the purpose of this job?

Passenger Assist is the reservation system that enables passengers to request and book assistance when travelling by rail. The Passenger Assist Improvement Programme seeks to improve the system and service, by working with RDG’s technology provider and train operating companies to deliver enhancements. The focus for Phase 5 is to centre on improving the customer experience with the main aim of a more accessible railway for all.

 

The Commercial and Control Manager focuses on overseeing and coordinating the broader commercial activities within the PA Programme, ensuring alignment with programme objectives and contractual obligations. As such, they ensure the smooth operation and governance of the Programme, including seamless management of Change Requests (CRs), aligning costs with anticipated efforts and commercial agreements. Also supports commercial activities and maintains compliance with RDG standards through meticulous a\eddocumentation and reporting.

 

To ensure success, this role requires strong collaboration with internal teams across the Programme as wel-l as within RDG and with technology suppliers, particularly in managing key documentation (such as change requests and contract variations).

What can I expect to do in this job? 

This isn’t an exhaustive list, but things you can expect to lead and be involved with include:

Change Request Management

  • Oversee commercial activities, including escrow contract creation and the change request (CR) process.
  • Manage the change request (CR) process from preparation to approval, ensuring changes are commercially viable, accurate, and reflect the programme’s requirements.
  • Prepare draft Change Requests (CRs) based on In-scope/Out-of-scope definitions agreed and signed off by the Delivery Manager and Commercial SME.Lead the coordination of the CR approval process, including getting the CR signed off with the deliverables, milestones and implementation plan to be provided by the supplier.
  • Ensure CR costs are commensurate with the effort expected for the solution and are aligned with the agreed commercial model.
  • Draft Contract Change Notes (CCNs) for approved CRs, ensuring accuracy and completeness.
  • Support the process to ensure CCNs are approved and signed off by all relevant parties.


Commercial Activities

  • Support commercial activities by providing documentation in the form of change requests, contract variation notices, budget etc
  • Lead the amendment and coordination for contract variations with internal colleagues from legal/procurement teams as appropriate
  • Collect and arrange all pertinent internal and external data necessary to report on benefit realisation (as per the business case) throughout the delivery of the programme of work.
  • Support procurement processes needed for the programme to deliver expected outcomes.

 

Compliance and Audit Support

  • Ensure that the Passenger Assist Programme adheres to RDG principles, standards, and processes.
  • Support readiness for any internal audit activities by ensuring documentation and processes are readily available.


Governance and Documentation Management

  • Issue and manage papers for formal governance meetings, ensuring all necessary documentation is prepared and distributed in advance.
  • Maintain a repository of all programme documentation, ensuring accessibility and version control.
  • Manage formal governance meeting invites, when needed, ensuring all participants are informed and logistics are arranged.
  • Coordinate with stakeholders to schedule meetings and follow up on attendance.
  • Record and track all actions taken by the Passenger Assist Programme to ensure timely and effective closure, including reporting through Smartsheet.
  • Provide regular updates on the status of actions to programme stakeholders.

 

Requirements

  • Essential
  1. Has proven experience of:
    • working within commercial/financial areas in a similar role
    • established and implemented processes within a range of environments
    • exceptional analytical skills and high-level capability within Excel
    • being a team player as will be working with all members on a daily basis.  
  2. Is well organised:
    • Have attention to detail, enabling issues to be identified, coupled with thoroughness and a determination to resolve them with a range of stakeholders.
    • Be able to proactively balance competing priorities
    • Be comfortable working independently and with a level of ambiguity
  • Desirable
    • Experience of working in working ideally within Transport, Travel, Retail, Utilities, Professional Services
    • Be degree-qualified or similar, in a relevant discipline.
