Tank and Vessel Proposals Engineer 

1. INTRODUCTION The Company provide an extensive range of engineering products and services. Incoming Enquiries vary in value from £1000 to £5m and can include the design, manufacture and/or installation of structural steelwork, vessels and process pipework. The Proposals Engineer must respond to incoming enquiries and invitations to tender, preparing detailed and compliment bids, working to tight tender return deadlines and liaising with other estimators where necessary. Proposals engineer must quickly gain a good understanding of the required scope of work or conduct a site visit to ascertain a scope from a speculative request and accurately quantify all necessary costs (direct or indirect) for labour, materials and equipment. Take responsibility for producing good quality written proposals which clearly define our proposed scope and exclusions together with any other information required by the tender. You will also be required to manage customer expectations and take ownership of each proposals until conclusion.

2. CORE RESPONSIBILITIES, SKILLS & DUTIES: Experienced and knowledgeable in the design and estimating of storage tanks, process vessels and pressure vessels, in particular the following design codes: PD5500, BS EN 14015, BS EN 13445, Pressure Equipment Directive & ATEX Mechanical engineering or design background Solution based approach Attend project walk-rounds on client sites as required to gain a good understanding of the work involved in the project being tendered. To liaise professionally and courteously with client and colleagues and develop strong positive relationships with both. To assess and quantify materials, labour and any other resource required to successfully carry out the requirements of the project. To document and record all information in a format suitable to handover to Operations and as detailed in the Proposals Department Procedures. To prepare and assist in the preparation of tender submissions and maintain high levels of presentation. To conduct duties thoroughly to ensure the company is protected from unidentified costs during delivery. When a bid is successful, arrange and conduct a timely Contract Review and Handover meetings with Operations in line with Proposals Department Procedures. Identify and involve other department resources where appropriate and in line with Procedures. Conduct all duties efficiently. Undertake any other tasks as could reasonably be required of the Role and act in the best interests of the business at all times.

3. SUPERVISION / MANAGEMENT OF PEOPLE Be able to advise other members of the proposals team and junior members of the proposals team on requirements of design and fabrication of tanks, vessels.

4. CONTACTS & RELATIONSHIPS The postholder will have frequent contact with internal staff, clients, end users and other site users.

5. DECISIONS - discretion & consequences Discretion: Organise and prioritise workload to maximise effectiveness and satisfy tender submission requirements. Take remedial action as and when required and inform line manager of any changes. Consequences: Decision discussed with Proposals Manager and SME, and remedial action taken if required.

6. RESOURCES - financial & equipment Postholder has responsibility for the proper use and safekeeping of any items of equipment required to fulfil the role including the use of Company vehicles.

7. WORK ENVIRONMENT - work demands, physical demands and working conditions Work demands The work can be subject to change and interruption due to the varied nature of the role and fluctuating demands from clients. It does not involve implementation and management of significant changes to the requirement of the role. There are time pressures and contractual and commercial constraints and consequences associated with the role. Deadlines are generally prescriptive and deviations must ALWAYS be agreed with line manager, and SME before implementing change. Physical demands Work requires normal physical effort. Working conditions Works are generally carried out indoors in an office environment, with visits to our shop floor, however due to the nature of the client base / industries which the Business services, there will be regular requirement to attend client sites and therefore potential exposure to chemicals, unpleasant working conditions and extremes of weather. All necessary PPE will be provided by the business and must always be worn when appropriate. Work context Work involves minimal risk to personal safety.

8. ESSENTIAL KNOWLEDGE & SKILLS Specific industry skills which could reasonably be expected for the role Experience of costing heavy industrial projects Compile detailed and accurate material take offs from Vessels data sheets, 2D drawings, 3D Models or discussions and site visits with the client Knowledge of safe site practices and procedures Excellent time management Ability to monitor and maintain adequate levels of progress and working to deadlines People skills, especially strong and effective communication skills Ability to produce comprehensive and bespoke written presentations of a very high standard Computer literate and competent user of Microsoft applications such as Word, Excel and MS Project.

9. DESIRABLE KNOWLEDGE & SKILLS Experience using PVElite as a design tool Experience in ASME VIII and B31.3 and other specification design Experience in estimating Process Pipework Experience in estimating installation of tanks and vessels Design draughting experience
