Senior Energy and Sustainability Officer


Hackney Council is passionate about its housing stock, and committed to continue to maintain and enhance its homes and estates in both the short term and into the future. The guiding principles for investment are defined in the Council's new Housing Asset Management Strategy 2019-2027.

This document also sets the ambitions for the quality of our varied housing stock, ranging from Victorian street properties and pre-war mansion blocks to tower blocks on large estates. This is an exciting time to join Hackney and contribute to the strategy's aim of homes in which people want to live and are proud of.

Our Asset Management service is changing to enable the team to achieve the ambitions set in the strategy. As a result, we are looking for a Senior Energy and Sustainability Officer who will embrace new ways of working and improve the long-term energy efficiency and sustainability of the Council's existing housing stock.

As the Senior Energy and Sustainability Officer, you will not just play a role in delivering the new asset strategy but also have a unique opportunity to grow professionally. You will support the development and implementation of design and technical standards for the Council's capital investment programme in our existing stock of more than 30 000 properties. You will be responsible for promoting measures to increase the energy efficiency and sustainability of council homes among our residents. You will be part of a team of specialist officers, improving the design, energy efficiency and sustainability of our homes, blocks and estates, and ensuring they are easy to maintain, accessible, and safe. You will also manage an Energy and Sustainability Officer, helping to guide them through the complexities of improving energy performance across a large and diverse asset portfolio.

The successful candidate will have experience developing technical energy efficiency and sustainability specifications and a good understanding of critical energy and sustainability functions, such as retrofitting, managing heat networks, and delivering against ambitious strategies. Equally important, the successful candidate will share our passion for social housing, demonstrating a deep understanding of housing energy efficiency and sustainability requirements, building regulations and best practices, and the ability to work effectively within multi-disciplinary environments.

● Ability to prepare technical energy efficiency and sustainability briefs and specifications
● Ability to conduct research and analyse data
● Ability to create and maintain positive working partnerships
● Ability to supervise staff
● Communication skills, written and verbal
● Ability to work under pressure, and to tight deadlines.
● Be adaptable to change and have an ability to acquire new skills and knowledge, thus being responsible for own personal and professional development.
● Ability to comply with the Council's Financial Regulations and procurement processes.
● An ability and commitment to comply with the Council's Equal Opportunities policy.

Knowledge

● Have extensive technical knowledge, experience and understanding of energy efficiency and sustainability standards, legislation and best practice as they relate to domestic housing premises and the surrounding environment.

Experience

● Experience of developing technical specifications
● Experience of conducting or commissioning research
● Experience of project management

● Experience of delivering successful outcomes from procurement and contract administration processes is desirable.

Qualification

A relevant minimum professional qualification e.g. Degree in Environmental Science or a building related qualification.

Circumstances Able to attend evening meetings and work flexibly.
