Grade & Salary – Grade 7. National banding -£51,824- £61,414 per annum.

New entrants to the Civil Service are expected to start on the minimum of the pay band.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Introduction

UK Health Security Agency provides strategic leadership and vision for protecting and improving the nation’s health. It is a distinct delivery organisation with operational autonomy to advise and support government, local authorities and the NHS in a professionally independent manner.

The Facilities Management Department at Chilton is responsible for engineering, equipment and building maintenance and capital works projects to the site and environmental sustainability to maintain regulatory and compliant facilities to meet current and future business objectives.

Science Group Scientific Site Operations in Chilton plays an important role in preparing for and co-ordinating responses to potential healthcare emergencies including possible acts of deliberate release.  In addition, the centre undertakes both basic and applied research into understanding infectious diseases. 

The Project Management and Contract function manages and controls the Principal Maintenance Contractor (PMC) to assure contract deliverables and governance in the supply of engineering maintenance to fixed plant and equipment, building maintenance and engineering modifications to uphold the asset value of UKHSA’s estate and to meet UKHSA business objectives. The Contracting function engages with the site stakeholders over current and future engineering, building and equipment maintenance requirements to ensure facilities and equipment are operationally fully available to meet their business needs.

The function embraces all engineering and project management aspects from inception to completion, provision of environmental conditions to meet the regulatory/compliant for the appropriate site.

The function provides assurance to senior management that contracting, engineering and other works are carried out in a safe and secure manner, that engineering solutions support environmental sustainability in terms of government carbon reduction targets and that expenditure is controlled to meet allocated budgets and that all works are carried out to meet regulatory and compliant standards.

Job Overview

The post holder will ensure that all contracting and operational engineering maintenance requirements of buildings, plant, utility and infrastructure projects are specified to ensure compliance with all applicable regulatory, safety and quality standards.

The post holder will be responsible for providing technical advice to the wider Specialist Microbiological Sites to ensure all engineering systems within the site operate efficiently on a day-to-day basis and remain compliant with all relevant legislation and regulatory requirements. Carry out root cause analysis where systems fail. In addition, the post holder will actively support the management of FMD in their daily operations carrying out audits for financial, commercial and technical.

Main Duties of the Job

  • To monitor site plant and equipment, trend data as provided by the computerised maintenance management system and liaise with the maintenance teams/users, to recommend and manage remedial work, process improvements/initiatives.
  • Provide technical guidance and training to the wider FM and SMS Teams and administering business process related tasks through the computerised maintenance management system e.g. Maximo, Oracle and MaPs, Planet, Matrix and relevant BMS’s.
  • Represent the Engineering function at regulatory audits as subject matter expert.
  • Review of contracting and engineering technical regulatory documents as required to support the Engineering function including review of Safety related documents such as pressure systems written schemes of examination.
  • Responsible for troubleshooting and liaising with the Trust’s Estates and Engineering Departments and their maintenance technicians and engineers to establish the root cause, develop and manage appropriate corrective action plans.  Report, where appropriate, through the UKHSA IGI system, for failures/performance issues relating to site engineering systems.
  • Ensure that change control documentation is raised at the appropriate time for all changes to high containment facilities.
  • Manage any non-conformances.
  • Monitor and report on KPI’s of both the engineering group and FMD for engineering maintenance and facilities.
  • Maintain, update and carry out regular system and service audits on contractors

Stage 1: Application & Sift
