Description

We are in search of a Housing Management System Project Manager. This pivotal role will take ownership of the Housing Management System replacement project from its inception through procurement to delivery into life. This role is crucial and integral in ensuring all rules are adhered to, including change control, procurement, and budget control. Your contribution will be significant to the success of this project. This is a hybrid role, with the expectation of being in the office to meet business needs (minimum of 2 days per month). Duration: 18 months.

Responsibility

To be responsible for successfully delivering the HMS project on time, within budget, and to quality standards. To monitor, report and review the management of the project. To lead a medium-sized procurement activity to ensure the correct product is purchased to meet the needs of the housing service.

Qualification – Essential

  • GCSE Grade A-C (or equivalent) in English Language and Mathematics.
  • Education to degree level relevant to the post
  • Prince 2 Project Management
  • Advanced –Microsoft Office, Word, Excel, Outlook, social media and CRM.

Essential - Skills, Abilities, & Experience This role offers a unique opportunity for growth and learning in procurement management for public sector projects. Your extensive experience will be further honed and developed in this role.

  • Extensive experience in procurement management for public sector projects.
  • Knowledge of Housing services and Management within a Local Authority or RSL environment.
  • A proven track record of successfully managing large-scale procurement projects.
  • Experience in writing technical specification documents to inform procurement activities.
  • Experience in creating and maintaining positive relationships with suppliers.
  • Strong knowledge -minimum five years’ experience- of Prince II, Agile or alternative IT project delivery tools and aids.
  • Excellent working knowledge of analysing risk and risk mitigation techniques within the public sector.
  • Able to design and implement a rigorous training programme with service subject matter experts and external contractors.
  • Able to ensure the project is formally closed and, where appropriate, subsequently reviewed and that lessons learned are recorded and socialised within the organisation.
  • You will be fully supported in maintaining relationships with external contractors, ensuring that appropriate skills and support can be resourced as and when required within procedures.
  • Solid experience working with ICT Management to understand the best practices for future operating procedures and ensure this is documented in project plans.
  • Able to drive continuous improvement with service leads and ensure that the ICT service is exemplary.
  • Able to produce business cases for consideration by ICT-related boards, obtaining information from within and external suppliers.
  • Able to identify, record and manage risks associated with the work, which are likely to be complex with significant impact across more than one functional area and on partners.
  • Able to represent the ICT service at internal and external meetings.
  • Must be able to continue duties outside regular operating hours to support the service.

Essential Compliance Requirements

  • Two Years of Reference.
  • A pre-engagement screening is mandatory for this role.
