Training, Development and Recruitment Manager

This role will be working directly for the Head / Deputy Head of the Portfolio Management Office, with a strong link into UKAEAs Talent Acquisition team and Learning & Development team.

Projects and programmes at UKAEA vary in risk and complexity and range in value from under £50k to over £0.5bn. Projects span a number of sectors including science, innovation, engineering, regulatory, technology, and facility development; these are delivered by the 200+ project professionals working across the organisation, many of which are matrixed out from the PfMO. A key part of this Training, Development and Recruitment Manager role is to be responsible for the job cards of the PfMOs matrixed resource, both in terms of allocating resources, ensuring a 6 month forward look on matrixed out resource is available, and recruiting resource to fill new job card requests (if no internal resource is available).

The Training, Development and Recruitment Manager supports the Head and Deputy Head of PfMO by leading the delivery of training, development and recruitment activities, as well as acting as a single point of liaison between the PfMO and UKAEA's central functions and technical Directorates.

Accountabilities:

1. Developing and introducing a new resource management tool (being developed by UKAEAs in-house IT department).

2. Managing PfMOs job cards; working with functional managers to ensure there is a good understanding of the resource being requested in the job card and then working with line managers across the PfMO and Talent Acquisition to identify and secure the relevant SQEP resource against a given job card.

3. Driving recruitment rounds, working closely with Talent Acquisition, and ensure interview panel members are secured and briefed.

4. Supporting the Head of PfMO with strategic workforce planning, tactical workforce planning and succession planning.

5. Working with the Head/ Deputy Head of PfMO, the Learning & Development department and internal communications team to ensure the required project and programme management training is booked with relevant training providers and that internal communications regularly take place to advert the courses to staff.

8. Manage the delivery of training across the division, through liaison with UKAEA's Learning and Development team, Procurement team, Manged service provider and Third-party training providers.

9. Lead the creation and delivery of internally generated training content for both internal and external courses relevant to the technical expertise of the division.

10. Deliver value-for-money, ensuring that the training and outreach budget is used to maximise development opportunities, and grow the capability and reputation of the division in line with the divisional strategy.

11. Working with stakeholders across the organisation to create, develop and implement a competency framework.

12. Ensure a sufficient talent pipeline through liaison with UKAEA's Talent Acquisition team, Agency Supplied Worker team and Early Career's team.

13. Establish, communicate and implement development opportunities, including internal UKAEA placements and external secondments, in collaboration with UKAEA's Secondment team and Early Career's team.

14. Work in accordance with UKAEA policy and undertake any other reasonable tasks or duties requested by your manager.

15. Evaluate the appropriateness and effectiveness of the training provision, providing feedback to stakeholders and taking follow-up actions where appropriate.

Specifications and Qualifications

Essential

  • Degree or equivalent level in relevant STEM subject
  • Experience in role definition, skills development or process improvement
  • Excellent verbal and written communication skills, including speaking in front of an audience
  • Ability to solve problems in a proactive manner and apply appropriate attention to detail.
  • Ability to constructively interact with a variety of stakeholders at all levels of the business
  • Ability to prioritise workload and resolve conflicting interests
  • Experience managing a budget
  • Demonstrably proficient in the Microsoft Office Suite, in particular Word, Excel and PowerPoint.

Desirable

  • Experience in developing and delivering training courses
  • Experience working within multi-disciplinary teams
  • Proficiency using SharePoint
