One of our local authority clients are currently recruiting for a Procurement Category Officer. This is a temporary contract for 6 months with possible further extension based on budget and performance.

Main Purpose of Post/Job Summary

The role sits within the Construction and Facilities Management (FM) category team and is centred around mainly ‘Hard’ FM and BAU/OPEX contracts.  To be considered, candidates must have experience in procuring FM services and small works contracts.

Duties and Responsibilities

  • Managing end to end FM procurement exercises subject to the Public Contract Regulations 2015 (as amended) and the organisations Procurement Procedures.
  • Using the JCT Suite of contracts.
  • Applying PCR 2015 or advising clients to ensure compliant procurement processes.
  • Undertaking the assembly of Tender Packs (Invitation To Tender/Request for Quotation) and demonstrating experience working with Client Project Teams / Internal Departments (Legal/ Insurance/Data Officers/etc) to assist with drafting documents with the Client Project Team and ensure the Tender Packs are complete with all relevant information (including weightings and sub-criteria).
  • Running a Tender Process on an electronic Procurement Portal.
  • Setting up projects in the system and having knowledge of workflows and activities within.
  • To manage the post tender submission evaluation process supporting activities leading up to the award of a contract including record keeping.
  • To manage moderation processes.
  • To manage ‘end-to-end’ procurement process without supervision.
  • To manage and support the development of Category officers.
  • To lead teams within a project context.
