Aspects to the role

  • Working on a tank farm project
  • Commercial compliance
  • Build relationships with Engineering, Operations and Major Projects Teams.
  • Some travel with overnight stays to other sites may be required, therefore a full (preferably clean) driving licence is essential for this role. There may also be a requirement for occasional overseas visits.
  • Manage all costs relating to projects to ensure validity and value for money,
  • Provide support to Procurement in preparing documentation for projects including ITT, T&Cs, and cost estimates,
  • Ensure tenders are issued in accordance with the Agency's procurement policy and procedures (public procurement),
  • Work closely with the Procurement function to ensure that contracts are put in place that are the most suitable to deliver the requirement in a timely and cost-effective manner,
  • Monitor and measure the services provided by contractors to verify application for payment,
  • Monitor Contractors to ensure compliance with the Contract,
  • Monitor, maintain and re-negotiate schedules of Rates,
  • Review, monitor and approve Activity Schedules and/or Bills of Quantities for pricing,
  • Monitor delivery of the services and works to ensure that costs are in line with forecasts,
  • Identifying, analysing, and developing responses to risks and assign cost impact to risks.
  • Support the Project Managers in the management of the contract,
  • Prepare in-house estimates, derive cost, valuate variation order, and analyse financial bids,
  • Consistently maintain a professional approach in day-to-day activities and high standards of probity and confidentiality.

Experience required

Degree in Cost Management, Quantity Surveying or Construction Management
Experience on engineering projects, mainly NEC3 & NEC4 form of contracts.
A member of RICS or equivalent is desirable but not essential. Experience with cost estimating and/or contract management software is advantageous.
