Location: Based in South Kensington but travel to all locations will be required on a regular basis

Purpose of the Post:
The post holder will be part of the Property Division Health & Safety Team and will work to develop and implement a safety management system, ensuring compliance with health and safety legislation and organizational policies. The role involves ensuring compliance with the requirements of the Building Safety Act 2022 and associated regulations.

Key responsibilities will include ensuring the golden thread of information is adequately maintained and assisting and coordinating the development and maintenance of Building Safety Cases, Safety Case Reports, and related documentation for specific high-rise buildings to ensure they obtain and retain their Building Assurance Certificates. The post holder will ensure that health & safety guidance is provided to Operational Managers regarding planning, organizing, controlling, and maintaining a safe and healthy environment.

Key Responsibilities:

Development and Implementation:

  • Assist and coordinate the development and implementation of Building Safety Cases and ensure their effective maintenance and management post-implementation.
  • Assist in the development, implementation, and review of building safety strategy, policies, and procedures in line with legislation and audit recommendations.
  • Develop and manage mandatory occurrence reporting systems across the portfolio, ensuring that fire and structural safety concerns are recorded, monitored, and dealt with appropriately.
  • Undertake compliance audits and inspections to maintain standards and promote best practices, establishing action plans and making recommendations as needed.
  • Produce management reports and information including performance against KPIs on Health & Safety related service delivery, compliance, and best practices.

Safety Systems and Compliance Monitoring:

  • Ensure all High-Risk Residential Buildings are operated in accordance with the Building Safety Act 2022 and are registered with the Building Safety Regulator in the required timescales.
  • Ensure all sites provide vital safety information to residents and the golden thread of information is adequately maintained.
  • Ensure ongoing Health & Safety guidance is provided for planning, organizing, and maintaining safe and healthy environments.
  • Ensure all necessary statutory documents are maintained and updated according to organizational and legislative changes.
  • Manage contractors' compliance with health & safety standards through regular inspections and necessary remedial actions.
  • Ensure that established procedures and arrangements are in place to assure compliance with all relevant safety regulations and legislation.
  • Manage a system for recording, reporting, and investigating injuries, accidents, and non-compliances.
  • Monitor health & safety performance of the directorate and provide timely and practical advice regarding measures to improve performance.
  • Ensure a system exists that enables the health & safety training needs of staff to be assessed and training provided to a suitable standard.

Incident Investigation and Control:

  • Conduct investigations into serious accidents, near-misses, and other incidents as required, identify root causes, and verify the effectiveness of implemented corrective and preventative measures.
  • Ensure all accidents and incidents are reported, appropriately investigated, and reported to the Property Division Senior Leadership Team.
  • Arrange monthly collection of safety data from contractors and maintain and update the accident frequency rate (AFR).

Collaboration and Stakeholder Engagement:

  • Provide specialist professional and technical advice to improve knowledge and understanding of fire safety, resident engagement, and compliance aspects relating to building management.
  • Collaborate with Accountable Persons to oversee and ensure compliance with the overall Building Safety Strategy.
  • Deputize for the Head of Health & Safety in meetings relating to Health & Safety and the Environment.
  • Serve as the key Health & Safety contact for the HSE, Environment Agency, and other enforcing agencies for your designated area.
  • Maintain open communication with Accountable Persons and other key personnel, focusing on Health & Safety issues and the management of business-critical systems.
  • Stay updated on legislative and regulatory changes, assess their impact, and recommend necessary adjustments.

Additional Duties:

  • As a key member of the Property Division Health & Safety Team, the post holder will be expected to undertake other tasks or duties as required.
  • Provide a courteous and efficient service to all in line with organizational values and behaviors.
  • Work flexibly in accordance with the operational needs of the Department and with a can-do attitude at all locations.
  • Perform any other duties relevant to the post and its grading.
