Our client is looking for an experienced Senior Design Consultant (Target Operating Models Project)

We are developing a new 2030 Vision and Strategy against a backdrop of funding pressures, a rise in demand for services, a widening inequality gap and ever-increasing technological change. The 2030 Vision follows extensive resident and business engagement, and as such the Council is undergoing a period of change and transformation, led by our Chief Executive.

As part of this Vision, there is a recognised need for the Council to change the way it operates and functions so we can ensure that our portfolio is fully utilised and will positively impact the service experience for residents, whilst also creating best value.

Reporting to the Programme Director Future Southwark and the Interim Director Future Southwark, the Senior Design Consultant will be responsible for working with colleagues across the council to redesign target operating models for three key functions: Business Intelligence and Customer Insights, Transformation & PMO and Strategy & Policy, into a hub and spoke model. The aim is to ensure that we have capabilities and skills we need in these crucial areas to bolster capacity in all departments. This work will begin laying the organisational infrastructure which will support a genuine one-council approach and our need to be guided by data and evidence. It will get the organisation ready to deliver our Southwark 2030 vision and ambitions.

The initial priority for this role is building on work that has already been done and helping to develop the strategic model for change and redesigning the operational model for the future state as well as implementation planning with the programme team.

The consultant will need to have held experience in working with Local Authorities, an understanding of the key business functions we are redesigning and bring in knowledge of best practice and examples from other organisations that have hub and spoke models. They will need an understanding of the wider challenges and barriers of organisational change in addition to experience of working within a programme and portfolio environment.

Skills and Experience:

• Experience of working in a local authority
• Experience of designing target operating models.
• Ideally, experience of developing a hub and spoke design.
• Knowledge of business functions and target operating models, ideally for:
• Strategy and policy,
• Transformation – PMO and Service Design,
• Business intelligence and Customer insights.
• Understanding of local authority reporting and governance process

•           Excellent stakeholder engagement and Programme and Change management experience
