The 24 Hour London Programme, led by the Night Czar, works to ensure all aspects of the capital’s life between 6pm and 6am are planned for and supported better. We do this by working closely with partners both inside and outside City Hall.
We increase our understanding of London at night through data and evidence that helps boroughs develop night time strategies. We support night time businesses to build resilience so they can thrive. We support innovation and best practice through programmes like Night Time Enterprise Zones and Business Friendly Licensing. And we shine a light on the inequalities faced by the 1.3 million night workers who keep our city moving around the clock.
We’re changing the conversation and moving the focus away from over-regulation and stopping things happening to planning for what Londoners want all parts of our city to be like at night.
About the role
The aim of the role is to provide high quality policy support and support the day-to-day management of the 24 Hour London team, including producing briefings, agendas and minutes, dealing with correspondence, organising events, carrying out procurement and helping to manage budgets.
You will engage with a wide range of stakeholders including local authorities, businesses and city governments in the UK and around the world to gather intelligence on the key issues relating to night time.
You will also work alongside the Culture and Community Spaces at Risk Programme to support a range of night time businesses from immediate threat of closure and help move them towards long-term sustainability.
Principal accountabilities
To provide high level policy and research support to the 24 Hour London Manager, Night Czar and Mayor’s Office. To provide high quality briefings, programme updates, and responses to correspondence on behalf of the Mayor.
Support the development of various 24 hour city initiatives using project management and organisational tools to ensure this activity is delivered on time, maintaining project management documentation including project plans and risk registers.
Develop and maintain effective working relationships and use the GLA’s convening power and influence to achieve the objectives of the 24 Hour London programme.
Plan and organise regular industry roundtables and engagement events with the Night Czar. Manage the scheduling of meetings, preparation of briefings, reports and agendas, drafting of accurate records of meetings to the highest standards, and co-ordinate and monitor progress of actions agreed in meetings.
Deliver clear communications with senior GLA officers; the Night Czar; organisations across the GLA Group; local authorities; businesses; community organisations; the police; Transport for London; London residents and other key stakeholders.
Take on casework as part of the Culture and Community Spaces at Risk programme to protect existing night time assets, including lobbying, advocacy, stakeholder engagement, fundraising, evidence gathering and capacity building.
Carry out data and evidence collection, analysis and reporting to demonstrate the progress and impact of the 24 Hour London programme against its agreed objectives.
Person specification
Technical requirements/experience/qualifications
Experience of building and managing relationships, particularly with local authorities, business groups and night time industries
Extensive experience of project management – delivering projects to a specific timeline
Evidence of ability to interpret and apply governance best practice
Experience working on and supporting projects in a complex political environment, including working closely with public figures or senior management
Experience of relevant policy and political issues, particularly relating to night time policy and best practice; high street regeneration; jobs and business support; culture and creative industries; safety; transport and sustainability
Experience preparing briefings for a wide range of partners
Proven track record in managing formal meetings

This role is based at London Fire Brigade’s Head Office (Union Street, SE1 0LL)
GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.
