Your Role

• Slough has been the recipient of Government support via Commissioners since 2021 and has, and continues to make, progress in a number of areas.  We are now on the next stage of our improvement and recovery journey, building and developing a programme of work including development of a Target Operating Model (TOM) - taking a single view of what the Council will need to look like in the future. 
• The establishment of a TOM is one of the most critical activities currently being undertaken, knitting together the financial savings and spending profile with detailed service planning and redesign.

Main purpose of Job:

• Sitting within the Recovery Programme of Slough Borough Council, this role will be accountable for leading a defined programme/projects, and their associated business change activities, which contribute to the delivery of SBC’s strategic aims. 
• This leader will build compelling business cases to drive change, establishing appropriate programme governance and assurance, monitoring progress, managing risks and issues, and ensuring business can accommodate the change.  Supporting the Head of Service and other senior managers in the Recovery Office in leading, assuring, reporting honestly and delivering a portfolio of work in support of the recovery aims of the Council. 
• An experienced and exemplary leader, with professional credibility gained from working within a project / programme management environment, this role will be influential in delivering change that supports best practice and the delivery of the Council’s recovery aims and strategic objectives in its Corporate Plan. 

Essentials;

• Essential to be qualified in Project Management (such as APMP or Prince2 or P3O or MSP) or be able to evidence more than 3 years’ experience in complex organisation(s). 
• Strong knowledge of the impact of issuing a Section 114 notice, and the methods of recovery currently being deployed in local government. 
• Up-to-date working knowledge of the commercial approaches used within local government and awareness in developing business opportunities.
