The IPD Technical Team has departmental-wide responsibility for direct tax matters affecting employers, employees and some aspects of the taxation of the self-employed. The key areas the team has responsibility for include charities, employee shares & securities, employment income (earnings and benefits), employment status, statutory payments, National Minimum Wage (NMW), National Insurance contributions (NICs), pensions, PAYE, International Employees and Savings.

The PAYE and International Employment Income Strategic Lead role is an exciting and interesting role, leading and shaping the work of a professional and highly motivated technical team. You will be responsible for the overall integrity of the areas you are responsible for, delivering through a team of G7 and SO specialists, and working closely with both policy and operational compliance colleagues to ensure that the legislation is applied consistently and as intended. You will be closely involved in the transformation of PAYE and in the reforms to the current taxation of non-UK domiciled individuals.

Job description

This is a highly technical tax professional and strategic role which requires direct tax professional skills, knowledge, and experience to inform strategy in this area. 

You will, with and through your team: - 

  • Use your extensive direct tax knowledge to lead delivery of tax technical advice to inform tax policy design and development with an eye to the health of the tax system and the government’s ambitions!
  • Give HMRC’s view of the application of existing legislation and case law in a range of circumstances, including; clearances, live compliance cases and resolving customer disputes through alternative dispute resolution or litigation.
  • Use your knowledge and insight gathered through your role to work with internal stakeholders to identify tax technical risks and develop upstream (including ideas for legislative change) and downstream strategies to prevent exchequer loss in relation to the tax products you advise on,
  • Be responsible for the writing and maintenance of HMRC guidance for your subject areas. Oversee the development and delivery of learning products or training events!
  • Provide tactical input and support preparation of cases for tribunal hearings and on occasions take a lead client role for cases in the higher courts.

The successful candidate will play an active role as part of a successful SLT with a portfolio of wider responsibilities that allow for the effective operation of the IPD Technical Team.

Understand the overall picture of risks and opportunities for PAYE and for the taxation of international employment income, leading the development and implementation of strategies to address these risks, working with key stakeholders across HMRC. 

Be accountable for the quality of the advice provided by your team to your customers. 

Be accountable for, or share ownership of, the technical aspects of the relevant subject areas and the relationships with the customers we support. 

Be accountable for litigation when the technical team acts as client. 

Ensure we understand our customers better through proactive engagement across Other Government Departments, Policy, CSG, CCG and SOLS (amongst others). 

Alongside the resource leads, plan and allocate resources effectively and flexibly to the highest risks, looking across locations - ensuring both technical depth and breadth is built up across the individuals, the location and the team over time to meet planned objectives of the business. 

Empower and build capability across the team to continually improve the team and performance. 

Act corporately as part of a single leadership team in support of the wider IPD, CS&TD, and HMRC objectives. 

Essential Criteria:  

You must hold one or more of the following qualifications: 

  • HMRC's Tax Specialist Programme or predecessor qualifications (TPDP, IDP, ITS2, CPT, FT2)
  • Chartered Tax Adviser (with direct taxes options)
  • Advanced Diploma in International Taxation.
  • Full membership of one of the Consultative Committee of Accountancy Bodies (ICAEW, ICAS, CAI, ACCA, CIPFA), provided that direct tax matters make up a substantial part of your professional experience.
  • Qualification as a Solicitor, Barrister or CILEX Lawyer (including the Professional stage Business and Commercial Law module) in England and Wales (or equivalents in Scotland and Northern Ireland), provided that direct tax matters make up a substantial part of your professional experience.

Equivalent tax or legal qualifications, to be considered on a case-by-case basis. 

In addition, you must demonstrate a combination of: 

  • Strong leadership skills – capable of shaping the activity of a team to drive its delivery of quality advice to often demanding time limits.
  • Innovative thinking – able to recognise new risks and challenges, developing solutions and bringing stakeholders along to ensure successful implementation.
  • Direct tax technical proficiency – have the ability to analyse, explain, and discuss the interpretation of complex issues to engage orally and in writing with both the highly qualified internal and external tax professionals and less knowledgeable stakeholders.

Desirable Criteria:

Recent experience in PAYE or International Employee taxation and compliance of these areas.
