One of our local authority clients are currently recruiting for a Commissioning and Programme Manager. This is a 3 month temporary contract with possible further extension based on budget and performance.

Main Purpose of Post/Job Summary

Determined to deliver integrated health and social care services to our community across Adults and Children’s social care and Public Health services, of the highest possible quality and that provide value for money.

Duties and Responsibilities

  • To take full responsibility for the development of allocated portfolios of work which deliver innovative concepts to complex issues across an integrated service ensuring delivery of aligned programmes and projects, including all elements of planning, financial management, stakeholder management and realisation of benefits
  • To lead on the governance arrangements for the portfolio, ensuring that on commencement of work the scope of programmes of work are clear and defined, meet the goals and objectives of agreed strategies, with appropriate documentation, governance and processes in place.
  • To design and implement measures to monitor and evidence the impact of the programmes of work within your dedicated area. Recognising the difference between output and outcome measures and applying them appropriately.
  • To be responsible for ensuring that cost-avoidance savings are robustly tracked and measured, with appropriate sign off and buy in from senior managers so that the return on investment (ROI) is demonstrated.
  • To lead on stakeholder engagement within your dedicated area, ensuring local people, communities and wider stakeholders are actively involved in identifying issues and challenges and in co-producing their own solutions within their area.
  • To take responsibility for ensuring change is managed and embedded across the organisation, working in partnership with senior managers on delivering transformational change by coaching, developing plans, monitoring the impact and by utilising change management techniques to deliver the vision.
  • To take an active role in the development and participation of any appropriate stakeholder workshops, provider forums or meeting
  • To ensure that commissioned services are appropriate, sustainable, in the best interests of service users, carers and represent value for money.
  • To have overall responsibility for the redesign of cross organisational systems in partnership with colleagues across the integrated team, ensuring they deliver savings whilst avoiding the creation of unseen pressures in other parts of the system.
  • To take responsibility for the shaping and management of the market for services, ensuring an innovative, diverse and vibrant market is developed through the contribution of associated products, such as the Market Position Statement.
  • To be a role model for all team members, demonstrate the values of the organisation, and any additional values related to the commissioning role, displaying associated behaviours
  • To take responsibility of designing a whole system approach that has, as part of it, the procurement of contracts that deliver aspects of the service as required and within available resources.
  • To take responsibility for ensuring contracts are managed across the integrated team, identify efficiencies on how they can be delivered efficiently, providing the best value for money effectively and deliver the outcomes that are required, ensuring that compliance, quality, and safety is assured by understanding and contributing to the design of plans to monitor.
  • To develop the integrated model working across health and social care and with multiple partners, adopting a place-based approach, and fulfilling the vision and strategy of the Havering Integrated Care Board.
  • To take responsibility for coaching and mentoring the team, acting as the subject expert within your dedicated area, ensuring all programme, project and commissioning activity is delivered to a high standard, meets best practice and legislative requirements as well as aligns to the vision and goals of key strategies
  • Responsibility to lead and shape the brokerage and personalisation functions for the respective area and shape the all age brokerage team with colleagues and peers in the integrated team and in service areas, enabling and supporting the organizational development of the team.
  • To deputise for the AD for Age Well
