The ECO Project Manager oversees projects within the ECO4 (Energy Company Obligation) scheme, a UK government initiative aimed at improving home energy efficiency, reducing carbon emissions, and alleviating fuel poverty. This role involves coordinating the implementation of energy-saving measures, ensuring compliance with ECO4 regulations, and collaborating with various stakeholders to achieve project objectives.

Key Responsibilities:

  1. Project Planning and Coordination:

    • Lead the planning, execution, and delivery of energy efficiency projects under the ECO4 scheme.
    • Create detailed project plans, set key milestones, and ensure projects are completed on time and within budget.
    • Collaborate with installers, contractors, and energy suppliers to implement measures like insulation, heating systems, and renewable energy solutions.
  2. Regulatory Compliance and Documentation:

    • Ensure projects meet ECO4 requirements and Ofgem (UK energy regulator) regulations.
    • Manage documentation, ensuring accurate and timely submission to comply with regulatory standards.
    • Stay informed on updates to ECO4 guidelines and adjust project strategies accordingly.
  3. Stakeholder Management:

    • Maintain communication with local authorities, energy companies, housing associations, and other key stakeholders to ensure project success.
    • Provide updates on project progress, address challenges, and share success metrics to keep all parties informed.
  4. Budget Management:

    • Monitor project budgets to ensure cost-effective delivery of energy efficiency measures.
    • Identify cost-saving opportunities and allocate resources efficiently within financial constraints.
    • Oversee ECO funding claims and maintain accurate financial reporting for audits.
  5. Risk Management:

    • Identify and address potential risks or obstacles in project execution, developing mitigation strategies as needed.
    • Ensure adherence to health and safety regulations, especially for installation teams working in residential areas.
  6. Performance Monitoring and Reporting:

    • Track the implementation of energy-saving measures and assess progress toward carbon reduction and fuel poverty targets.
    • Report on key performance indicators (KPIs) such as the number of homes improved, energy savings, and carbon emission reductions.
    • Provide regular progress updates to senior management and stakeholders.
  7. Customer and Resident Engagement:

    • Communicate with residents, explaining the benefits of energy efficiency measures and addressing concerns.
    • Ensure high levels of customer satisfaction, managing complaints and addressing residents' needs during project delivery.
  8. Team Leadership:

    • Lead and manage project teams, including engineers, contractors, and administrators.
    • Ensure all team members understand the ECO4 scheme's objectives and work collaboratively to meet project goals.


Skills & Qualifications:

  • Education: Bachelor's degree in project management, energy management, environmental science, or a related field. Project management certifications (e.g., PRINCE2, PMP) are advantageous.
  • ECO4 Knowledge: In-depth understanding of the ECO4 scheme and its role in improving energy efficiency and reducing fuel poverty.
  • Technical Expertise: Knowledge of energy efficiency measures, including insulation, heating systems, and renewable energy technologies.
  • Project Management: Proven experience managing large-scale energy efficiency projects, preferably within ECO3 or ECO4.
  • Budget Management: Experience handling project budgets, funding claims, and financial reporting.
  • Communication Skills: Excellent ability to engage with a variety of stakeholders, including residents, contractors, and regulators.
  • Problem-Solving: Ability to quickly identify and resolve issues to keep projects on track.
  • Analytical Skills: Competency in analyzing project data and preparing performance reports.
  • Leadership: Experience leading teams to achieve project targets.


Experience:

  • 3-5 years of project management experience in energy efficiency, housing, or environmental sectors.
  • Direct experience with government schemes such as ECO3/ECO4.
  • Experience working with contractors, energy suppliers, local authorities, and housing associations.


Key Performance Indicators (KPIs):

  • Number of homes upgraded with energy efficiency measures.
  • Reduction in energy consumption and carbon emissions in targeted homes.
  • Compliance with ECO4 funding and regulatory requirements.
  • Customer satisfaction and resident engagement.
  • Adherence to project budgets and identification of cost savings.
