Salary: Circa £250 per day (Umbrella PAYE)

About the Role:

We are seeking a dedicated and experienced Governance & Procurement Officer to join our Parking department on a temporary full-time basis. The successful candidate will play a key role in assisting with large-scale procurement projects, ensuring value for money, and maintaining high standards of contract management.

Key Responsibilities:
  • Plan and manage procurement exercises using the Council’s procurement portal (Capital Esourcing).
  • Ensure all procurement activities comply with statutory and legislative obligations, including OJEU requirements.
  • Assist in tender evaluations, including planning and running moderation sessions, and design tools for coherent tender scoring.
  • Train managers in tender evaluations and develop self-service tools to support the application of best practices.
  • Draft essential procurement documents such as business cases, procurement strategies, and contract award reports.
  • Implement a robust monitoring system to ensure accurate recording of contract and financial information.
  • Support contract managers in performance measurement and liaise with the Systems and Data service.
  • Promote awareness of the Council’s Social Value policies and assist contractors in integrating these commitments.
  • Run mini competitions on new frameworks and propose practical procurement solutions for complex service requirements.
  • Foster strong relationships with service managers to provide trusted procurement, contractual, and commercial advice.
About You:
  • Strong knowledge of best practice in commissioning, procurement, and contract management, particularly within the public sector.
  • Qualified or working towards MCIPS status.
  • Excellent problem-solving skills, critical thinking, and creativity in applying solutions.
  • Strong interpersonal skills with the ability to coordinate and collaborate effectively.
  • High degree of emotional intelligence, judgement, and decision-making abilities.
  • Proficient in negotiation and committed to outstanding service delivery.
  • Adaptability and cognitive flexibility in a dynamic work environment.
